ITEM #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 7, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE ISSUANCE OF AN ENCROACHMENT PERMIT TO THE <br />DEPARTMENT OF WATER RESOURCES TO WORK TWENTY <br />FOUR (24) HOURS FOR A PERIOD OF THIRTY TWO (32) DAYS <br />DATE: SEPTEMBER 29, 2008 <br />BACKGROUND: <br />On April 21, 2008, Public Works Department received notification from the Department of Water <br />Resources (DWR) that the Southern California Rail Authority (SCRRA) will be constructing a new <br />Metrolink Commuter Rail System Eastern Maintenance Facility. The Metrolink Project will be <br />located west of Boardwell Avenue between Johnston Street and Citrus Avenue, and is bounded on <br />the southwest by the Lytle Creek Channel, within the City of Colton. <br />DISCUSSION/ANALYSIS: <br />The Metrolink Project will install a new commuter rail line, utility lines, access roads and other <br />improvements within DWR's easement, at the above noted location. Construction of the Metrolink <br />Project will impact the Department of Water Resources' (DWR) ability to operate and maintain the <br />Santa Ana Pipeline (SAPL). The SAPL is a critical segment of the California State Water Project <br />and is in continuous operation throughout the year to meet the demands of the Metropolitan Water <br />District of Southern California. Any inadvertent damage to the SAPL during the Metrolink <br />Project's construction activities could result in catastrophic failure jeopardizing the safety of <br />construction crews and the general public. To prevent these possible damages, prior to any <br />construction activities upon DWR's easement, the SAPL must be shut down and dewatered for <br />safety reasons. Historical demand levels for water deliveries from the SAPL throughout the year <br />allow shutdowns to occur only during the months of November and December and cannot exceed <br />31 days. <br />On June 23, 2008, the Public Works Department received and reviewed a request from DWR for an <br />encroachment permit authorizing construction work that will encase approximately four hundred <br />fifty one (45 1) feet of the SAPL in concrete to protect the pipe from additional loads and minimize <br />the need for future maintenance activities by DWR within the Metrolink Project area.
