Cassel, Economic Development Director <br />SUBJECT: Consideration and Approval of Second Amendment to <br />Professional Services Agreement with Hall and Foreman, Inc. for <br />Additional Services for Development of the Specific Plan <br />Amendment for the West Valley Project Area <br />DATE: October 6, 2008 <br />BACKGROUND <br />In 2007, the City of Colton launched a comprehensive economic development strategy and <br />conservation strategy to encourage significant retail development and mitigate impeding effects <br />of the Delhi Sands Flower Loving Fly (Fly) in the vicinity of Arrowhead Regional Medical Center <br />(ARMC), by processing an amendment to the Specific Plan for the West Valley Redevelopment <br />Project Area, also known as the "Super Block". <br />On June 19, 2007, the City Council and Redevelopment Agency Board approved a Professional <br />Services Agreement with Hall and Foreman Inc. (HFI) for Phase I and on February 5, 2008 <br />approved its First Amendment for Phase II (collectively the "Agreement') of the development of <br />a Specific Plan Amendment for the West Valley Redevelopment Project for Four Hundred <br />Twenty -Five Thousand Three Hundred and Eighty -Seven Dollars ($425,387). <br />Phase I tasks included the organization, research and data collection, meetings and <br />coordination and analysis of their findings to direct the efforts for best uses for the proposed 400 <br />acres contained in the Specific Plan Amendment. Phase I also included development of <br />alternatives to the existing zoning in the land use plan, necessary meetings and project <br />coordination, and the creation of a final preferred plan document. Following direction provided <br />at a December 5, 2007 joint workshop between the City Council and Planning Commission, <br />Phase II focused on the development of the actual Specific Plan Amendment document, to <br />include a full description of the Land Use Plan, Design Concepts, and Development Guidelines. <br />The draft Development Guidelines utilized the technical data from the draft Environmental <br />Impact Report (EIR) in designing the circulation plan, water, wastewater and storm drainage <br />systems, design of the cross sections of major roads and the open space and recreation <br />elements of the Specific Plan. <br />DISCUSSION/ANALYSIS <br />As the Phase II scope of work was being finalized, several opportunities were identified that <br />RDAShare/Administration/Meetings/October 21, 2008/2"` Amendment to HFI West Valley Specific Plan Amendment <br />
