Report to City Council & Agency Board regarding <br />2"d Amendment to HFI for West Valley Specific Plan Amendment <br />Page 2 of 3 <br />would necessitate an amendment to the Agreement: 1) Moss Bros. Ford announced its closing. <br />The original land use plans had been designed around Moss Bros. Ford remaining. To <br />capitalize fully on retail potential in the Super Block, developers and retailers have suggested a <br />realignment of Valley Boulevard to create a freeway frontage depth that would attract larger <br />retail development; 2) Rialto Unified School District (RUSD) has advised that it prefers to have <br />an alternative land use that shows the K-8 school site entirely within the City of Colton. The <br />current land use positions the school within both the cities of Colton and Rialto. Having an <br />alternative with the school site in one jurisdiction will provide the RUSD with the most flexibility <br />when the school is actually sited and will minimize steps that will need to be taken to get the <br />necessary approvals; 3) Preparation of a financial pro -forma for the overall development, will <br />assist staff, property owners and developers in estimating the costs of developing the various <br />land uses within the site; and 4) Engineering review the off-site and on-site drainage master <br />plans that are currently being prepared for the City and their impacts on the development. <br />Total cost of the additional work, including the alignment alternative and an alternative <br />elementary school site is <br />Thirty Nine Thousand Nine Hundred and Eighty Five <br />extension to the term of the Agreement to June 30, 2009 <br />A to the Second Amendment.
