ITEM #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 4, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE THE AWARD OF A CONSTRUCTION <br />CONTRACT FOR THE NO STREETS LEFT BEHIND PROJECT <br />PHASE IA TO HARDY AND HARPER INC., IN THE AMOUNT <br />OF $645,000; AUTHORIZE CITY MANAGER TO APPROVE <br />CHANGE ORDERS IN AN AMOUNT NOT TO EXCEED TEN <br />PERCENT OF THE AWARDED CONTRACT AMOUNT FOR <br />THE NO STREET LEFT BEHIND PROJECT PHASE IA. <br />DATE: SEPTEMBER 16, 2008 <br />BACKGROUND: <br />On September 5, 2007, the City Council authorized staff to solicit bids for No Street Left Behind <br />Project -Phase IA. Public Works staff has identified the following streets for this project: <br />1. Colton Avenue — Mt. Vernon Avenue to City Limit (channel) <br />2. Rancho Avenue — F Street to 10 Fwy. WB on-ramp <br />3. Mt. Vernon Avenue —10 Fwy. Bridge (South side) to RR Bridge; repair portion south of <br />Colton Avenue intersection <br />4. Pleasant View — 8h Street to End <br />5. Acacia Street — 6th Street to Pennsylvania Avenue <br />6. 6h Street — Olive Street to Acacia Street <br />7. Reche Canyon Road (Optional Bid) — South of Shane Drive to City Limit. <br />The locations of these streets are shown on the attached map (Exhibit A). The project scope <br />includes: pulverize existing and install 4" thick asphalt paving (only for Pleasant View), all other <br />streets will require 2" thick grind and overlay. Major thoroughfares included in the project will be <br />paved using rubberized asphalt (Colton Avenue, Rancho Avenue, Mt. Vernon Avenue, and Reche <br />Canyon Road) and regular asphalt will be utilized for improvement along the residential streets <br />(Pleasant View, Acacia and 6t'). <br />DISCUSSION/ANALYSIS: <br />The public bidding of this project was advertised in local papers and trade journals beginning on <br />August 15, 2008. The bid opening was conducted on September 17, 2008 and staff received formal <br />proposals from eight (8) firms, with their corresponding bid amounts as follows: <br />7/10/03 City Clerk's Office Cb <br />
