ITEM #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 4, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE CHANGE ORDER NO. 1 AND AUTHORIZE FILE AND <br />RECORDATION OF THE NOTICE OF COMPLETION FOR THE <br />FOR THE FUEL TANK REPLACEMENT PROJECT. <br />DATE: OCTOBER 27, 2008 <br />BACKGROUND: <br />At the City's Corporate Yard, fuel depot underground storage tanks (UST) were installed in 1989. <br />There are a total of five (5) tanks onsite with the following capacities: 12,000 gallons gasoline, <br />8,000 gallons diesel, 550 gallons oil, 550 gallons hydraulic, and 550 gallons used oil. <br />In conjunction with new regulatory requirements established by the State Water Resources Control <br />Board, the City was notified that the Corporate Yard USTs are within 1000 ft. of a fresh water <br />drinking well and are subject to annual Enhanced Leak Detection Inspection. On December 7, 2007 <br />and July 28, 2008, the County Fire Department Unit performed inspections and found the existing <br />USTs did not comply with the new regulatory requirements. The City secured a permit from <br />County Fire Department for the removal of these tanks which requires these tanks be removed by <br />December 13, 2008. <br />Simultaneously, staff has moved forward in installing an above ground storage tank to service the <br />City's fleet, which does meet the new standards set by the State Water Resources Board. The new <br />above ground tank will have the capacity to hold 8000 gallons of gasoline and 4000 gallons of <br />diesel. Design plans for an above ground storage tank (AST) at the city's corporate yard were <br />completed by Cornerstone Technologies Inc. The regulating agency for an AST installed at the <br />city's Corporate Yard will be the Colton Fire Department, rather than the San Bernardino County <br />Fire Department. The designed AST HAS replaced the existing UST, thereby removing any threat <br />of contamination to fresh drinking wells. <br />ANALYSIS/DISCUSSION: <br />On February 5, 2008, the City Council authorized the award of construction contract for the <br />Corporate Yard Fuel Tank Replacement Project to West Tek, Inc. A `Notice to Proceed' for the <br />above noted project was issued on June 5, 2008. West Tek, Inc. completed the project satisfactorily <br />as specified on contract documents, plans, and specification as of October 15, 2008. The completed <br />project totaled $187,818, which is $12,818 higher than the awarded contract of $175,000. The <br />additional expenses were a result of the following requests by the city: installation of one (1) <br />additional gasoline fuel dispenser, sump box outlet in the spill containment area that will connect to <br />
