ITEM #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE CHANGE ORDER NO. 1 IN THE AMOUNT OF <br />$33,900.61 AND AUTHORIZE RECORDATION OF A NOTICE OF <br />COMPLETION FOR THE NO STREETS LEFT BEHIND <br />PROJECT. <br />DATE: MARCH 12, 2009 <br />BACKGROUND: <br />On September 5, 2007, the City Council authorized staff to solicit bids for the No Street Left Behind <br />Project -Phase IA. The following streets were included in the project scope: <br />1. Colton Avenue — Mt. Vernon Avenue to City Limit (channel) <br />2. Rancho Avenue — F Street to 10 Fwy. WB on-ramp <br />3. Mt. Vernon Avenue — 10 Fwy. Bridge (South side) to RR Bridge; repair portion south of <br />Colton Avenue intersection <br />4. Pleasant View — 8th Street to End <br />5. Acacia Street — 6th Street to Pennsylvania Avenue <br />6. 6th Street — Olive Street to Acacia Street <br />7. Reche Canyon Road (Optional Bid) — South of Shane Drive to City Limit. <br />The project scope included: pulverizing of existing street and installation of 4" thick asphalt paving <br />(only for Pleasant View, Citrus street), all other streets will require 2" thick grind and overlay. <br />Major thoroughfares included in the project were paved using rubberized asphalt (Colton Avenue, <br />Rancho Avenue, Mt. Vernon Avenue, and Reche Canyon Road) and regular (conventional) asphalt <br />was utilized for improvement along the residential streets (Pleasant View, Acacia and 6th) <br />DISCUSSION/ANALYSIS: <br />On November 04, 2008, the City Council authorized the award of a construction agreement for <br />the No Street Left Behind Phase IA Project to Hardy and Harper, Inc., in the amount of <br />$645,000.00. A Notice to Proceed for this project was issued on December 04, 2008 and the <br />project was completed as of February 04, 2008. <br />Hardy and Harper, Inc. completed the project satisfactorily as specified on the project plans and <br />specifications, in the amount of $678,900.02. The final project's construction cost is higher than <br />the awarded contract amount, as a result of Change Order No. 1 (Exhibit B), which totaled <br />7/10/03 City Clerk's Office Cb <br />
