MEDIAN IMPROVEMENT AND <br />LANDSCAPING PROJECT AND 2) RANCHO MILL <br />LANDSCAPING PROJECT <br />DATE: MARCH 11, 2009 <br />BACKGROUND: <br />CDBG Project # 104-34605/3174: <br />Community Development Block Grant (CDBG) funds are allocated to cities by the Federal <br />Housing and Urban Development Department (HUD) each year and administered through <br />the County of San Bernardino Community Development and Housing Department (CDH). <br />Participating cities like Colton utilize the funding to provide: housing, economic, social <br />service, and community development opportunities. <br />One of the CDBG projects approved for funding last year is CDBG Project #104- <br />34605/3174 - Valley Blvd. Median Improvement and Landscaping Project. This project <br />is identified in the Fiscal Year 2008-09 CIP (Capital Improvement Program) and scheduled <br />for construction during fiscal year 2008-2009. Improvements provided by this project will <br />include installation of: median curb and gutter, missing sidewalk, handicap ramps, <br />landscaping, irrigation, and installation of traffic signage, striping and markings. The project <br />limit begins at Valley Boulevard and 10th Street; the project limit ends at Valley Boulevard <br />and Mt. Vernon Avenue. <br />Rancho Mill Landscaping Proiect: <br />On September 16, 2003, the City Council and Redevelopment Agency Board adopted <br />Resolution No. R-100-03 and R-819. Approval of these resolutions authorized execution <br />of a loan between the City of Colton and the Agency in the amount of $500,000. On <br />December 9, 2003, January 13, 2004 and February 3, 2004, a Citizen Advisory Committee <br />met and prioritized projects to be completed with these loan proceeds. On April 6, 2004, <br />the Agency adopted Resolution No. 822 and 828 respectively, authorizing the Agency to <br />proceed with specific redevelopment activities in the Rancho Mill Project Area. Two (2) of <br />the projects identified are landscape improvements at Rancho Avenue/Mill Street, and <br />Rancho Avenue/C Street.
