wherein the Agency agreed to finance the agreed upon improvements and the City agreed <br />to design, install and maintain the improvements. <br />The original scope of work for the identified Rancho Avenue/Mill Street project site remains <br />the same; however the scope of work for the Rancho Avenue/C Street project site has <br />been amended. Originally, the Rancho Avenue/C Street project site was identified for <br />parkway landscape improvements. The scope of work for this project site was changed to <br />median improvements as a result of right-of-way acquisition restraints encountered with <br />delivering the original scope of work. <br />The current scope of work for both project sites includes installation of: median curb and <br />gutter, landscaping, irrigation, necessary traffic signage, striping and markings; Rancho <br />Mill Landscaping Project. <br />DISCUSSION/ANALYSIS: <br />The plans, specifications and construction estimates for CDBG Project #104-34605/3174 <br />Valley Blvd. Median Improvement and Landscaping Project and Rancho Mill <br />Landscaping Project have been completed. The engineer's estimate for CDBG Project <br />#104-34605/3174 - Valley Blvd. Median Improvement and Landscaping Project is <br />$288,250.00. The engineer's estimate for Rancho Mill Landscaping Project estimate is <br />$88,458. The plans and engineer's estimates for these projects attached as Exhibit A and <br />B. Both of these projects are now ready to commence their construction phases. Staff <br />recommends combining the bid proceedings for these two (2) projects to obtain more <br />competitive bids. <br />During the bidding process every attempt will be made by the Public Works/Engineering <br />staff to ensure a wide range of potential bidders are reached. The City will advertise in <br />local newspapers and `plan houses' where contractors can view the Project's plans, <br />specifications and documents; these proceedings are compliant to the process identified <br />by the City's purchasing ordinance 0-12-03, Section 3.08.050 and 3.08.090. <br />FINANCIAL IMPACT: <br />CDBG Project #104-34605/3174 - Valley Blvd. Median Improvement is funded by a <br />Community Development Block Grant. The Rancho Mill Landscaping Project has <br />available funding from the Rancho Mill Project Area Loan Proceeds.
