Sewer System Management Plan <br />City of Colton ••oro <br />E.0 EXECUTIVE SUMMARY <br />E.1 Introduction <br />The City of Colton (City) owns and operates the City's Water Reclamation <br />Facility (WRF). The wastewater collection system to the City WRF <br />includes 110 miles of gravity sewer mains, 4 miles of force mains, and eight <br />(8) sewer lift stations. The City WRF accepts wastewater flows from the <br />city of Grand Terrace and from the City of Rialto. The above numbers do <br />not account for the Cities of Grand Terrace or Rialto collection systems. <br />There are interagency agreements that describe the conditions and flow <br />volumes acceptable under the agreement. <br />On May 2, 2006, the California State Water Resources Control Board <br />adopted Waste Discharge Order (WDR) No. 2006-0003-DWQ, Statewide <br />General Waste Discharge Requirements for Sanitary Sewer Systems (See <br />Appendix A). This Order applies to all federal and state agencies, <br />municipalities, counties, and other public entities that own or operate <br />sanitary sewer systems greater than one mile in length that collect and/or <br />convey untreated or partially treated wastewater to a publicly owned <br />treatment facility in the State of California. <br />Ensuring proper funding, management, and <br />operations of sanitary sewer systems is one <br />means of achieving the state's goal of reducing <br />SSOs. To accomplish this goal, the state is <br />requiring that affected entities develop and <br />implement system -specific Sewer System <br />Management Plans (SSMPs). These plans will <br />describe measures to provide effective management, operation, and <br />maintenance of sanitary sewer systems. They will also detail spill response <br />plans to establish standard procedures for proper and effective spill response <br />and reporting. <br />The SSMP describes all planning, management and operational processes <br />and procedures used that ensure effective management of the sewer <br />collection system. This document contains existing planning documents <br />(Sewer Master Plan); existing wastewater collection system operational and <br />maintenance procedures; and new programs (i.e., Fats, Oils, and Grease <br />(FOG) Control Program) and procedures necessary that all work toward the <br />common goal of reducing the occurrence and impact of future Sanitary <br />Sewer Overflows (SSOs). <br />or rGOMPp�OI�GE11 E-1 June 2009 <br />
