Sewer System Management Plan <br />City of Colton <br />SSOs are overflows from sanitary sewer systems of domestic, or other, <br />wastewater, and often contain high levels of suspended solids, pathogenic <br />organisms, toxic pollutants, nutrients, oxygen -demanding organic <br />compounds, oil and grease, and other pollutants. SSOs may pollute surface <br />water or groundwater, threaten public health, adversely affect aquatic life, <br />and impair recreational waters. WDR 2006-0003-DWQ includes specific <br />requirements related to each agencies responsibility for reducing the number <br />of SSOs and thereby decreasing the risk to human health and the <br />environment caused by such overflows. <br />WDR No. 2006-0003-DWQ requires all owners of sanitary sewer collection <br />systems to submit a Notice of Intent (NOI) to apply for coverage under this <br />new Order. The City filed for coverage the NOI dated July 27, 2006 (See <br />Appendix B). The City received WDID No. 8SSO10636 from the State <br />Water Resources Control Board, which tracks compliance with electronic <br />SSO spill reporting; SSMP Progress; and Collection System Questionnaire <br />and annual updates. <br />The SSO database is maintained through the California Integrated Water <br />Quality System (CWIQS). One element of the Waste discharge <br />Requirements (WDR) is the Sewer System Management Plan (SSMP). The <br />SSMP provides methods for the City to identify, create, and incorporate a <br />multitude of best management practices and procedures to maintain a well <br />functioning collection system. <br />The twelve elements of the SSMP consist of existing plans, programs, <br />standards, practices and procedures as well as new programs (e.g. Fats, Oils, <br />and Grease (FOG) Control Program) that were required as conditions of the <br />Statewide General WDR for Sanitary Sewer Systems. The legal authority <br />for implementing the FOG Control Program is contained in the City's <br />Wastewater Ordinance No. 0-03-98 and Chapter 13.08 of the City's <br />Municipal Code. All elements of the SSMP considered the following <br />objectives during development: <br />1. Improved Customer Service <br />2. Improved Water Quality and Environmental Protection <br />3. Long Term Wastewater Collection and Treatment Service <br />4. Long Term Infrastructure Investment <br />5. Long Term Financial Stability <br />6. Workforce Planning and Development <br />E.2 Elements of the SSMP <br />The SSMP has twelve elements that must be completed and approved by <br />deadlines listed in Order No. 2006-0003.
