Sewer System Management Plan <br />City of Colton .... <br />1.0 PURPOSE & GOALS <br />The Purpose and Goals for the SSMP stated herein are consistent with the core <br />values adopted by the City. The core values, as adopted by the City Council are: <br />WE BELIEVE: <br />"Putting the City First" is the spirit that permeates all deliberations and <br />governs all decisions. <br />Knowing this gives us the courage to stand up for City issues and manage with <br />financial discipline. <br />Courage and discipline earn respect. <br />Sustaining respect requires that we act honestly and deliver with accuracy <br />and timeliness. <br />Trusted Government will be our legacy. <br />The City is committed to the goal of developing and implementing a proactive <br />Sewer System Management Plan that reduces the risks associated with sanitary <br />sewer overflows and improves the sustainabilitv and effectiveness of the <br />wastewater collection system. Sewer overflows can pose significant risks to public <br />health & safety; the environment; City workers; public and private property; and the <br />City's investment in capital infrastructure. <br />1.1 Purpose <br />The purpose of the statewide General Waste Discharge Requirements <br />(GWDR) for Sanitary Sewer Systems is to prevent SSOs. One of the <br />principal components of the GWDR is that each permittee is required to <br />prepare and maintain a Sewer System Management Plan (SSMP) to support <br />the stated purpose. <br />The purpose of the SSMP is to protect water quality, eliminate or <br />substantially reduce preventable SSOs, and to protect public health and the <br />environment. The SSMP provides a consolidated document that contains <br />adequate policies, procedures, guidelines, planning documents, programs, <br />and communication requirements that ensure the City properly funds, <br />manages, operates and maintains, all parts of the sewage collection system <br />owned and/or operated by the City. The City will employ adequately trained <br />staff and contractors that posses the necessary knowledge, skills, and <br />abilities to carry out the provisions of this document. <br />June 2009 <br />
