ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE AWARD OF A MAINTENANCE AGREEMENT TO <br />THE LOWEST AND RESPONSIBLE BIDDER BELL BUILDING <br />MAINTENANCE CO., IN THE AMOUNT OF $51,000. <br />DATE: June 29, 2009 <br />BACKGROUND: <br />Since 2005 the City has been contracting out Janitorial Services. The contracted janitorial services <br />provided cleaning services to various City buildings including: City Hall, Human Resources, Colton <br />Annex, the Gonzales Center, Hutton Center, Main Library, Carnegie Library Museum and Fire <br />Department #1. <br />ANALYSIS/DISCUSSION: <br />On March 23, 2009, the Public Works Department posted a Request for Bid for janitorial services. <br />This Request for Bids included janitorial services for the following buildings: City Hall, Main <br />Library, Gonzales Center, Hutton Center, Luque Center and Library, and Fire Station #1. These <br />buildings were selected due to their high volume of citizen interaction. <br />Bid notifications were sent to ninety seven (97) companies thru the Bidnet System the City's online <br />bidding system. A Bid Opening was held at 3:00 p.m., on May 28, 2009. Sealed bids were <br />received from the following companies: <br />1. Rogan Building Services <br />2. Lee's Maintenance Services <br />3. WWC Services Inc. <br />4. United Maintenance Systems <br />5. Ability Counts <br />6. Bell Building Maintenance Co. <br />7. Customs Service Systems <br />$79,843.28 yearly <br />$71,100.84 yearly <br />$115,018.35 yearly <br />$52,608.00 yearly <br />$72,000.00 yearly <br />$51,000.00 yearly <br />$59,688.00 yearly <br />Upon review of the submitted bid documents, City staff found that Bell Building Maintenance <br />Company was the lowest responsive and responsible bidder. Staff is recommending the award of <br />a maintenance agreement to Bell Building Maintenance Company in the amount of $51,000.00 <br />with an option to renew for three additional terms. <br />
