ITEM #12 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF JULY 7, 2009 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE AWARD OF A MAINTENANCE AGREEMENT TO THE LOWEST AND RESPONSIBLE BIDDER BELL BUILDING MAINTENANCE CO., IN THE AMOUNT OF $51,000. DATE: June 29, 2009 BACKGROUND: Since 2005 the City has been contracting out Janitorial Services. The contracted janitorial services provided cleaning services to various City buildings including: City Hall, Human Resources, Colton Annex, the Gonzales Center, Hutton Center, Main Library, Carnegie Library Museum and Fire Department #1. ANALYSIS/DISCUSSION: On March 23, 2009, the Public Works Department posted a Request for Bid for janitorial services. This Request for Bids included janitorial services for the following buildings: City Hall, Main Library, Gonzales Center, Hutton Center, Luque Center and Library, and Fire Station #1. These buildings were selected due to their high volume of citizen interaction. Bid notifications were sent to ninety seven (97) companies thru the Bidnet System the City's online bidding system. A Bid Opening was held at 3:00 p.m., on May 28, 2009. Sealed bids were received from the following companies: 1. Rogan Building Services 2. Lee's Maintenance Services 3. WWC Services Inc. 4. United Maintenance Systems 5. Ability Counts 6. Bell Building Maintenance Co. 7. Customs Service Systems $79,843.28 yearly $71,100.84 yearly $115,018.35 yearly $52,608.00 yearly $72,000.00 yearly $51,000.00 yearly $59,688.00 yearly Upon review of the submitted bid documents, City staff found that Bell Building Maintenance Company was the lowest responsive and responsible bidder. Staff is recommending the award of a maintenance agreement to Bell Building Maintenance Company in the amount of $51,000.00 with an option to renew for three additional terms.
