CITY OF COLTON AGENDA REPORT FOR CITY COUNCIL MEETING OF July 7, 2009 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS ITEM #5 FROM: Bill Smith - Community Services Director SUBJECT: Adoption of Childcare State Preschool Contract with the State Department of Education for Fiscal Year 2009-10 and Authorization for City Manager to Sign Contract Documents DATE: June 22, 2009 BACKGROUND: The City Council has previously endorsed the Community Services Department to enter into agreements with the State Department of Education to provide preschool childcare services to the community. This contract is ongoing, but has to be renewed each fiscal year. Historically the City Manager has been the designated authority to sign all State contracts. DISCUSSION/ANALYSIS: For fiscal year 2009-10, the State Preschool Grant will make services available for approximately 48 preschool children from low-income families. The state requires a designated authority to sign on behalf of the City for all childcare contracts. FINANCIAL IMPACT: The grant amount for fiscal year 2008-09 was $178,284. The grant for fiscal year 2009-10 is likewise $178,284. The funds will be placed into revenue account number 206-5776, and the expenditure accounts will be handled under ledger number 206-7200-7203. These amounts have been budgeted -for in fiscal year 2009-10, and there is no general fund impact. ENVIRONMENTAL IMPACT: None CONFLICT OF INTEREST: None RECOMMENDATION: Staff recommends that City Council approve Resolution adopting the State Preschool Contract CSPP- 9441 with the State Department of Education, and authorizing the City Manager to sign all contract documents necessary to effectuate this agreement.
