ITEM #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF November 17, 2009 <br />TO: Honorable Mayor and City Council Members <br />FROM: Bob Miller, Chief of Police <br />SUBJECT: MEMORANDUM OF UNDERSTANDING BETWEEN THE <br />SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT <br />AND THE CITY OF COLTON REGARDING THE AVOID <br />THE 25 CAMPAIGN AND AWARENESS PROGRAM <br />DATE: November 9, 2009 <br />BACKGROUND: <br />The State of California, Office of Traffic Safety, is providing funds for the Avoid the 25 <br />Campaign and Awareness, funded through a grant awarded to the San Bernardino County <br />Sheriff s Department. The Grant provides for reimbursement of salaries pertaining to the <br />Colton Police Department's participation in twelve (12) DUI/DL checkpoints and twelve <br />(12) saturation patrols in the City of Colton over a three (3) year period. The San <br />Bernardino County Sheriff's Department will be the clearinghouse for cost <br />reimbursement. Participating Agencies retained for the purpose of performing <br />professional services for the Avoid the 25 Program includes among others: County of San <br />Bernardino, City of Barstow, City of Chino, City of Colton, City of Fontana, City of <br />Montclair, City of Ontario, City of Redlands, City of Rialto, City of San Bernardino, City <br />of Upland, and California State University of San Bernardino Police. <br />DISCUSSION/ANALYSIS: <br />Participation in the Avoid the 25 Campaign will fund four (4) DUI/DL checkpoints and <br />four (4) DUI saturation patrols per year during the three (3) year grant period. The <br />checkpoints and saturations patrols are to be conducted within the City of Colton to <br />combat the effects of alcohol related incidents that occur during the operation of motor <br />vehicles. This type of enforcement is designed to reduce the number of drivers operating <br />motor vehicles while under the influence of alcohol and other controlled substances. <br />At the end of the three (3) year period the Colton Police Department will have conducted <br />twelve (12) checkpoints and saturation patrols. Initially, the Police Department will fund <br />the events out of its budget, but will be reimbursed, on a quarterly basis, for those events <br />conducted. The end result will make the streets in the City of Colton safer for motor <br />vehicle operators, bicyclists, and pedestrians. <br />
