C09010 <br />TRAFFIC LIGHT SYNCHRONIZATION PROGRAM <br />PROJECT SCOPE, COST, SCHEDULE AND BENEFIT <br />BASELINE AGREEMENT <br />Sponsor: San Bernardino I County: San Bernardino I EA: <br />Associated Governments <br />Corridor Description: This project is to provide necessary hardware and communication <br />upgrades for Tiers 3 & 4 consisting of approximately 500 traffic signals along <br />approximately 175 miles of arterial roadway throughout the San Bernardino Valley. These <br />locations are identified in the valley region of San Bernardino County Coordinated Traffic <br />Signal System Plan (SBVCTSSP). The project includes signals owned, controlled or <br />maintained by 17 agencies. The SBVCTSSP was prepared in 2000 consisting a total of <br />approximately 1300 signals within the region. Tiers 1 & 2 (800 traffic signals) are <br />currently under construction. <br />We acknowledge the scope, cost, schedule and benefits as identified on the attached <br />Project Programming Request are the baseline for project monitoring by the California <br />Transportation Commission. We certify that funding sources cited are committed and <br />expected to be available; the estimated costs represent full project funding, and the <br />description of benefits is the best possible estimate. <br />General Provisions: <br />1. The Sponsoring Agency agrees to secure funds for any additional costs of the <br />project. Any change to the funding commitments outlined in this agreement <br />requires an amendment. <br />2. The Sponsoring Agency agrees to report to the California Transportation <br />Commission on a quarterly basis on the progress made toward the implementation <br />of the project, including scope, cost, and schedule. <br />3. The Sponsoring Agency agrees to maintain and make available to the California <br />Transportation Commission and/or its designated representative, all work related <br />documents, including engineering and financial data, during the course of the <br />project and retain those records for four years from the date of the final closeout <br />of the project. Financial records will be maintained in accordance with Generally <br />Accepted Accounting Principles. <br />009010 -pc <br />
