Staff Report to the Mayor and City Council <br />Agreement with RW Beck <br />December 22, 2009 <br />Page 2 <br />assess the capability of the existing system, project the future load growth of tile city, and <br />develop a plan to design and construct the necessary system improvements that will allow the <br />Electric Utility to reliably serve the electrical needs of the City. The project identified as the <br />highest priority is the construction of a 69/12.47 kV substation on the north side of the city. The <br />north side of the city is currently served by the Hub Substation and the Drews Substation, both of <br />which are located south of the 10 freeway. Removing significant load from the Flub Substation <br />and the Drews Substation will allow the utility to balance load properly, improve power quality, <br />reliability, and efficiency of the operation of the electric system. <br />The purchase of two 15/20/25 MVA, 69-12.47 kV step-down transformers were bid and awarded <br />to Howard Industries in October 2007. The construction of the transformers was completed in <br />November 2008, and they will soon be shipped from Mississippi. <br />The Electric Utility identified property on Pennsylvania as an ideal site for the location of the <br />proposed North Substation because of its proximity to the calculated load center in the northern <br />section of tile city, transmission system, and distribution system. From this property, there are at <br />least four (4) corridors available to connect to the distribution system. The property was acquired <br />in September 2008. <br />ISSUE,S/ANALYSIS <br />The Electric Utility department issued a Request for Qualifications on August 18, 2008 for the <br />selection of an Owner's Engineer for the North Substation Project. The proposal submitted by R. W. <br />Beck was detern-lined to be the most responsive and responsible for the scope of services for several <br />reasons: they have knowledge of the electric system, as they designed both tile Century and Hub <br />Substations; they performed the same services for a 69x34/12 -kV 2x25 -MVA substation in the City <br />of Banning; and, they had presented a preliminary arrangement of the North Substation and <br />performed a preliminary analysis of the total budget. The award of contract to R.W. Beck was in the <br />amount of $1,468,000. <br />The scope of services include engineering, landscape design, environmental, surveying, <br />geotechnical, project management, and construction management set -vices for the design, <br />permitting, and construction of the substation and transmission facilities. The tasks include the <br />following: <br />* Task 1: Project Management and Quality Assurance <br />• Task 2: Project Initiation <br />• Task 3: Perrilitting and Site Investigations <br />• Task 4: Preliminary Engineering <br />• Task 5: MaJIor Equipment and Material Procurement <br />• Task 6: Detail Design <br />
