7. Analyze Organization and Staffing of Other Department Functions <br />Evaluate the organization and staffing of services other than fire suppression and emergency <br />medical services, including fire prevention, disaster preparation, community programs <br />(Community Emergency Response Team and volunteer activities), revenue collections and <br />support activities (provided internally or externally by other City departments). The purpose <br />of this analysis would be to determine whether the costs of services could be substantially <br />reduced or restructured. <br />8. Assess Opportunities for Enhancing Revenue Collections <br />Assess opportunities for increasing revenues generated by the Department. For example, the <br />analysis would ensure that the Department is fully reimbursed for the cost of building plan <br />review and inspection services. Testing of emergency medical call -for -service data and billing <br />documentation would be tested to ensure that persons receiving such services are <br />appropriately identified and billed. <br />Assess Alternatives <br />9. Evaluate Costs and Benefits Associated with Emergency Medical Service <br />Alternatives <br />Evaluate alternatives for providing Emergency Medical services, including the use of private <br />and/or public service providers in proximity to the City for paramedic and patient transport <br />services. To support this analysis, we would identify and evaluate alternative service <br />configurations, in accordance with Section 1797.20 1 of the California Health and Safety Code, <br />Inland Counties Emergency Medical Association (ICEMA) regulations, and practices in other <br />California jurisdictions with characteristics similar to the City of Colton. <br />10. Evaluate Costs and Benefits Associated with Basic Firefighter and Fire <br />Prevention Service Alternatives <br />Evaluate alternatives for providing fire suppression and prevention services, including the use of <br />other public sector service providers with a capacity to serve the residents of the City. The <br />analysis would focus on the service costs and benefits of purchasing services from the <br />California Department of Forestry, the County Fire Department and/or surrounding <br />municipalities. <br />11. Evaluate Costs and Benefits Associated with Alternative Revenue Collection <br />Alternatives <br />Evaluate potential cost savings and benefits from merging revenue collection services with other <br />City departments, or contracting with private vendors or other public sector agencies. <br />Finalize Analysis and Prepare Report <br />12. Prepare Draft Performance Audit Report <br />A draft performance audit report and analysis of service alternatives would be prepared and <br />submitted to the Department for review.
