DATE: <br />TO: <br />FROM: <br />PREPARED BY <br />SUBJECT: <br />ITEM NO. 08 <br />STAFF REPORT <br />MAY 4, 2010 <br />HONORABLE MAYOR AND CITY COUNCIL <br />ROD FOSTER, CITY MANAGER/GENERAL MANAGER <br />JAMES EARHART, INTERIM DIRECTOR OF UTILITY SERVICE <br />AWARD OF CONTRACT FOR DESIGN, PROVISION F <br />EQUIPMENT AND INSTALLATION OF A PHOTOVOLTAIC <br />SYSTEM AT THE ART THOMPSON TEEN CENTER <br />RECOMMENDED ACTION <br />It is recommended that the City Council award a contract to Solarmax Technology, Inc , in the <br />amount of $52,718.51 for the Design, Provision of Equipment and Installation of a Photovoltaic <br />System at the Art Thompson Teen Center. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to reduce energy costs, promote renewable <br />energy, reduce greenhouse gas emissions and assist businesses that increase local and national <br />employment of workers in new technical enterprises. <br />BACKGROUND <br />The City of Colton received an Energy Efficiency Community Development Block Grant, <br />through the U. S. Department of Energy as part of the American Recovery and Reinvestment Act <br />of 2009, to improve energy efficiency and promote renewable energy. One of the approved <br />projects was to install a solar electric generating system on the new Art Thompson Teen Center. <br />The energy produced by this project in intended to lower energy costs at the Teen Center, <br />provide jobs and help the city electric utility meet its renewable energy and greenhouse gas <br />reduction goals. <br />ISSUES/ANALYSIS <br />On February 22, 2010, the Electric Utility staff issued a Request for Proposal (RFP) for the <br />Design, Provision of Equipment, and Installation of a Photovoltaic System at the Art Thompson <br />Teen Center. The RFP was advertised in the San Bernardino County Sun on February 25, 2010 <br />and March 4, 2010. In addition, the RFP document was mailed to 25 solar design and installation <br />companies. A non -mandatory pre -proposal conference was held at the Art Thompson Teen <br />Center on March 2, 2010. <br />
