Staff Report to the Mayor and City Council <br />Subject: Art Thompson Teen Center PV System <br />Date: May 4, 2010 <br />Page 2 <br />Ten proposals were received, from six different contractors, on March 17, 2010. Staff reviewed <br />and evaluated each proposal according to the following criteria, as listed in the RFP document: <br />(1) Cost per watt = 50%; (2) Cost per square foot = 15%; (3) experience of the proposer = 15%; <br />(4) completeness of the design = 10%; and (5) aesthetics = 10%. The proposed system will provide PV capacity for $5.10 per Watt and estimated <br />energy over 20 years at $.16 kWh. The next lowest proposal based on the cost of energy <br />production will provide capacity at $5.87 per Watt and energy over 20 years at $.20 per kWh at a <br />cost of $148,991.00. The highest proposal was for $15.74 per Watt and $.40 per kWh over 20 <br />years, with a cost of $109,112.00. <br />This project is categorically exempt pursuant to Section 15301 of the State of California <br />Environmental Quality Act (CEQA) Guidelines. Staff is directed to file a Notice of Exemption <br />with the San Bernardino County Clerk's office within five days of approval. <br />FISCAL IMPACTS <br />The will be no financial impact to the City General or Electric funds. All costs will be paid for <br />from the Federal Energy Efficiency Community Development Block Grants. <br />
