FOR HMI & TAGGING DEVELOPMENT AND COMMISSIONING FOR THE VARIOUS ELECTRIC SUBSTATIONS IN THE AMOUNT NOT -TO - EXCEED $134,300 RECOMMENDED ACTION It is recommended that the City Council approve a professional services agreement with Schweitzer Engineering Laboratories, Inc. (SEL) for HMI & Tagging Development and Commissioning for the various electric substations in the amount not -to -exceed $134,300. GOAL STATEMENT The proposed action will support the City's goal to provide safe, reliable, affordable, and environmentally sustainable electric. BACKGROUND The Electric Utility uses a SCADA system to monitor and control the various standardized equipment (such as SEL protection relays, circuit breakers, power transformers, etc.), in the electric substations. SCADA is an acronym that stands for Supervisory Control and Data Acquisition. The SCADA system collects data from various sensors at remote locations and then sends the data to a central computer, which then manages and controls the data. Interaction between Electric staff and the SCADA system occurs through human -machine interface (HMI). Tagging is a process that blocks remote control of specific system equipment or devices using HMI. The Electric Utility's SCADA system monitors and controls the equipment and system loads at the various electric substations in the City. ISSUES/ANALYSIS The current HMI & Tagging functions were developed and commissioned more than fifteen years ago and are need to be updated. The new North Substation also needs to be added to the SCADA and HMI & Tagging systems. The company who commissioned the existing HMI &
