FOR HMI & <br />TAGGING DEVELOPMENT AND COMMISSIONING FOR THE <br />VARIOUS ELECTRIC SUBSTATIONS IN THE AMOUNT NOT -TO - <br />EXCEED $134,300 <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve a professional services agreement with <br />Schweitzer Engineering Laboratories, Inc. (SEL) for HMI & Tagging Development and <br />Commissioning for the various electric substations in the amount not -to -exceed $134,300. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide safe, reliable, affordable, and <br />environmentally sustainable electric. <br />BACKGROUND <br />The Electric Utility uses a SCADA system to monitor and control the various standardized <br />equipment (such as SEL protection relays, circuit breakers, power transformers, etc.), in the <br />electric substations. SCADA is an acronym that stands for Supervisory Control and Data <br />Acquisition. The SCADA system collects data from various sensors at remote locations and then <br />sends the data to a central computer, which then manages and controls the data. Interaction <br />between Electric staff and the SCADA system occurs through human -machine interface (HMI). <br />Tagging is a process that blocks remote control of specific system equipment or devices using <br />HMI. The Electric Utility's SCADA system monitors and controls the equipment and system <br />loads at the various electric substations in the City. <br />ISSUES/ANALYSIS <br />The current HMI & Tagging functions were developed and commissioned more than fifteen <br />years ago and are need to be updated. The new North Substation also needs to be added to the <br />SCADA and HMI & Tagging systems. The company who commissioned the existing HMI & <br />
