Staff Report to the Mayor and City Council <br />Subject: HMI & Tagging Services -SEL <br />Date: June 15, 2010 <br />Page 2 <br />Tagging programming is no longer in business. As such, it is important that the company used to <br />develop and commission new HMI & Tagging functions possess a protocol compatible with our <br />existing equipment. The standardized communication equipment and protection relays at the <br />existing substations are manufactured by SEL, which is the staff recommended vendor. As the <br />manufacturer of the existing hardware, SEL does possess the appropriate protocol and has the <br />knowledge and capabilities to provide the services to updates to the existing system as well as <br />develop and commission HMI & Tagging functions for the new North Substation without <br />incurring the large expense to replace the existing equipment and software. <br />FISCAL IMPACTS <br />Funds are included in the Electric Utility Substation Professional Services Budget, Account <br />Number 520-8000-8003-2350-0923-000 for FY 09/10 <br />ALTERNATIVES <br />1. City Council may decide not to award the professional services agreement to SEL. This <br />will leave the utility vulnerable to system failure and will not allow the new substation to <br />be added to the SCADA and HMI& Tagging Systems. <br />2. City Council may provide alternate direction to staff. <br />
