TO EXTEND THE TERM FOR COMPLETION OF THE PELLISSIER RANCH SPECIFIC PLAN TO JUNE 30, 2011. RECOMMENDED ACTION It is recommended that the City Council approve the Fourth Amendment to extend the term of the Professional Services Agreement ("PSA") with David Evans and Associates, Inc. for completion of the Pellissier Ranch Specific Plan to June 30, 2011. GOAL STATEMENT The proposed action will support the City's goal to complete major projects, including the Pellissier Ranch Specific Plan. BACKGROUND A Professional Services Agreement ("PSA") with David Evans and Associates, Inc. was approved on June 5, 2007 to develop Phase I of a Specific Plan for the Pellissier Ranch Area, to include the planning, visioning and community outreach for the project. On February 5, 2008 Council approved a first amendment to the PSA to create the draft Specific Plan and begin the Environmental Impact Report ("EIR"). On August 5, 2008, Council approved a second amendment to cover additional studies needed for the EIR and to extend the term of the contract to March 7, 2009. A third amendment to the PSA was approved by Council on July 7, 2009 to extend the term to June 30, 2010 and amend the scope by eliminating the Fiscal Impact Analysis, which would have generated a report based on projections that could not be relied upon due to the ongoing recession. The cost saving realized by the elimination of the Fiscal Impact Analysis was substantial enough to cover the cost of additional work needed to complete the draft EIR and draft Specific Plan document.
