DATE: <br />TO: <br />FROM: <br />PREPARED BY <br />ITEM NO. 04 <br />STAFF REPORT <br />OCTOBER 19, 2010 <br />HONORABLE MAYOR AND CITY CO CI <br />ROD FOSTER, CITY MANAGER <br />MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: 2010-2011 SLURRY SEAL PROJECT. <br />RECOMMENDED ACTION <br />It is recommended that the City Council award a construction contract to American Asphalt <br />South, Inc. for the 2010-2011 Slurry Seal Project, in the amount of $187,784. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve traffic circulation and infrastructure. <br />BACKGROUND <br />The annual slurry seal program for streets throughout the City of Colton is the most cost- <br />effective type of pavement preventive maintenance. This type of street maintenance program is <br />designed in such a way that major and local streets receive a slurry seal treatment (surfacing) on <br />a routine basis before it needs major repair and reconstruction. This street maintenance program <br />is able to prolong the life of various City streets in a very cost effective way. The cost to slurry <br />seal a stree that usually lasts from three to five years is about 10-15% of the total cost to overlay <br />and comp etely rehabilitate a street. The 2010/2011 Slurry Seal Project is a funded project in the <br />fiscal year 2010/2011 Capital Improvement Program budget. <br />ISSUES/ANALYSIS <br />Council action on August 17, 2010 authorized staff to rebid this project with minor changes to <br />the specified type of aggregate used for the slurry application. As the original bids exceeded the <br />project budget, the recommended changes were suggested to decrease the project's construction <br />estimate. <br />Staff rebid this project in accordance with Section 3.08.110 of the Colton Municipal Code. <br />Seven (7) bid proposals were received from slurry seal and paving contractors.
