STAFF REPORT <br />ITEM NO. 03 <br />DATE: OCTOBER 19, 2010 <br />TO: MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BILL SMITH, COMMUNITY SERVICES DIRECTOR <br />SUBJECT: LEASE AGREEMENT — COUNTY WIC PROGRAM ' <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve a lease agreement with the County of San <br />Bernardino for use of a portion of the Luque Center to continue the County "Women, Infants & <br />Children (W.I.C.) Program. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to interact with our community and partner as <br />appropriate to further the goal of connecting our community. Involvement in this program offers <br />another opportunity to provide quality programs and services to our community and encourages <br />healthy living. <br />BACKGROUND <br />The County of San Bernardino currently utilizes space at the Luque Community Center in order <br />to offer services to families in need, through the "Women, Infants & Children (W.I.C.) <br />Program." This program is a nutrition education and food supplement program that serves lower <br />income pregnant, breastfeeding and postpartum women. The program is federally funded and <br />administered by the Department of Agriculture, and is supervised in California by the <br />Department of Health Services. The San Bernardino County WIC Program offers services at 19 <br />sites, including Luque Center, and serves approximately 75,000 women, infants and children. <br />The existing agreement between the City and County expires at the end of October, 2010, and it <br />is necessary to execute a new agreement in order to facilitate the continuance of the program at <br />Luque Center. The attached agreement quantifies expectations and requirements of the County <br />for their usage of Luque Center, and there are no significant changes to the previous agreement <br />proposed in the new agreement. <br />
