STAFF REPORT
ITEM NO. 03
DATE: OCTOBER 19, 2010
TO: MAYOR AND CITY COUNCIL
FROM: ROD FOSTER, CITY MANAGER
PREPARED BY: BILL SMITH, COMMUNITY SERVICES DIRECTOR
SUBJECT: LEASE AGREEMENT — COUNTY WIC PROGRAM '
RECOMMENDED ACTION
It is recommended that the City Council approve a lease agreement with the County of San
Bernardino for use of a portion of the Luque Center to continue the County "Women, Infants &
Children (W.I.C.) Program.
GOAL STATEMENT
The proposed action will support the City's goal to interact with our community and partner as
appropriate to further the goal of connecting our community. Involvement in this program offers
another opportunity to provide quality programs and services to our community and encourages
healthy living.
BACKGROUND
The County of San Bernardino currently utilizes space at the Luque Community Center in order
to offer services to families in need, through the "Women, Infants & Children (W.I.C.)
Program." This program is a nutrition education and food supplement program that serves lower
income pregnant, breastfeeding and postpartum women. The program is federally funded and
administered by the Department of Agriculture, and is supervised in California by the
Department of Health Services. The San Bernardino County WIC Program offers services at 19
sites, including Luque Center, and serves approximately 75,000 women, infants and children.
The existing agreement between the City and County expires at the end of October, 2010, and it
is necessary to execute a new agreement in order to facilitate the continuance of the program at
Luque Center. The attached agreement quantifies expectations and requirements of the County
for their usage of Luque Center, and there are no significant changes to the previous agreement
proposed in the new agreement.
