O6 <br />DATE: OCTOBER 19, 2010 <br />TO: MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BILL SMITH, COMMUNITY SERVICES DIRECTOR <br />SUBJECT: COMMUNITY SERVICES DEPARMENT 5 -YEAR STRATEGIC PLAN <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve the 5 -Year Strategic Plan for the Community <br />Services Department. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to connect our community by providing the <br />finest in programs, services, facilities and information for individual and family health & <br />enrichment. <br />BACKGROUND <br />From December 2008 through October 2009, the Community Services Department facilitated a <br />Strategic Planning process in the department. A Strategic Plan is a comprehensive planning <br />document designed to effectively plan for the future, with input for all stakeholders, including <br />the community, customers, businesses, staff, and elected & appointed officials. The process was <br />completed by Community Services staff in-house, in accordance with "best practice" standards <br />as set by the National Recreation & Parks Association (NRPA). <br />The Plan was compiled by staff, with input from all stakeholders, as related on page one of the <br />document. Input was solicited in a variety of methods, and at multiple times during the process. <br />The feedback obtained was incorporated into the Strategic Plan, and compartmentalized into six <br />(6) specific action categories: Administration/Organization, Certification/Accreditation & <br />Education, Community Outreach/Marketing, Community Collaboration, Facilities, and <br />Programs. Specific goals have been set within each of these action categories, in accordance <br />with the input from all sources. Within each specific goal is a timeline for completion, along <br />with measurable milestones to monitor progress. Overall, this 5 -year plan contains 40 goals, <br />many of which contain multiple facets within the specific goal. While this is a challenging Plan <br />to implement, staff is confident that, given current resources, the Plan is realistic, consistent with <br />community input, and achievable. <br />
