Staff Report to the Mayor and City Council <br />Agua Mansa Widening Project Phase I Project <br />November 16, 2010 <br />Page 2 <br />During the design phase of this project, copies of the project plans were forwarded to the utilities <br />with infrastructure along or near Agua Mansa Road. Utility relocation activities were postponed <br />due to a variety of reasons, primarily resulting from personnel changes at the various utilities, <br />whom were originally contacted and informed of this project's 2006 construction schedule. <br />Upon moving the project back into construction we were informed of the delayed planning <br />efforts and made accommodations with the Contractor to ensure the needed utility relocations <br />and installations occurred before the street improvements. The following utility work was <br />completed before the Contractor completed final grading for the project: installation of a new <br />water main line for West Valley Water District (WVWD), relocation of transmission lines and <br />removal of poles by Edison, installation of utility conduits and Colton Electric vaults for the <br />AMB Properties project, and relocation of a Southern California Gas line. The Contractor was <br />mobilized three times and demobilized two times to accommodate the above noted work by the <br />utilities, resulting in the time lapse since the contract award. During this utility installation and <br />relocation period, additional traffic control measures were implemented to provide safety for <br />commuters traveling through the project limits. <br />Modifications to the project plans and schedule delays resulted in a Change Order in the amount <br />of $269,859.97 (see Exhibit A). The increased costs reflected in the Change Order includes: <br />additional traffic control and safety improvements, re -mobilization, survey and staking services, <br />relocation and installation of steel guy power poles, removal of excess grading material, <br />restoration of irrigation/sprinkler line, relocation and re -installation of chain link fence along <br />RIX frontage, installation of retaining wall, and replacement of the chain link fence and <br />relocation of water main service along Colton Electric power plant frontage. These additional <br />items are discussed in more detail below. <br />During the course of construction a significant amount of earthwork was required to correct for a <br />conflict between a recorded Benchmark Elevation established by Colton and a recorded <br />Benchmark Elevation established by the County of San Bernardino for this portion of Agua <br />Mansa Road. This correction required fill and grading of 6,000 cubic yards of earth. The final <br />elevation of the new roadway is higher than the preexisting elevation along this segment of Agua <br />Mansa Road. To ensure security of the RIX Facility during the variant grade changes that had to <br />occur during construction along its frontage, the property's chain link fencing was removed, <br />installed at a temporary location during construction and reinstalled at its final location. <br />Additionally, along the frontage of the Colton Electric Power Plant property the project plans <br />depict replacement of a four foot (4 ft.) high chain link fence. This item was replaced with a six <br />foot (6 ft.) high chain link fence to provide the property a perimeter fence that offers a similar <br />height clearance from the new roadway elevation. Finally, a retaining wall was built due to steep <br />slopes on the north side of Agua Mansa Road, approaching Riverside Avenue. <br />The project has been satisfactorily completed as of November 12, 2010. Staff requests <br />authorization to execute the project's final change order (Exhibit A) and file for recordation of <br />this project's Notice of Completion (Exhibit B). <br />
