ITEM NO. 07 <br />STAFF REPORT <br />DATE: NOVEMBER 16, 2010 / <br />4 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER/GENERAL MANAGER <br />PREPARED BY: JAMES EARHART, INTERIM UTILITY SERVICES DIRECTO <br />SUBJECT: G&G ENVIRONMENTAL COMPLIANCE, INC. <br />RECOMMENDED ACTION <br />1. Staff recommends that the City Council: (1) Waive competitive bidding pursuant to <br />CMC Section 3.08.140 (E); (2) Award a contract to G&G Environmental Compliance, <br />Inc. for the Wastewater Pretreatment Program Services in an amount not -to -exceed <br />$101,200 per year; and (3) Authorize the City Manager to exercise the discretion to <br />extend the term of the Agreement for up to three (3) additional one (1) year terms, under <br />the same terms and conditions, pursuant to Section 3.1.2 of the Agreement. <br />2. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct the City Council to take the above action(s). <br />GOAL STATEMENT <br />The Water Reclamation Facility remains in compliance with all State and Federal Pretreatment <br />Program Regulations. <br />BACKGROUND <br />The City of Colton's Pretreatment Program is required under existing federal pretreatment <br />program regulations (40CFR403) and NPDES Permit No. CA0105236. California Regional <br />Water Quality Control Board, Santa Ana Region adopted Order No. R8-2005-0075 on <br />September 30, 2005. The adopted Order issued the NPDES Permit. The essential program <br />elements required under this permit include permitting, inspection, monitoring, enforcement, and <br />regulatory reporting. One of the requirements associated with the issuance of the new NPDES <br />Permit is to re-evaluate the local wastewater discharge limits to determine if the existing limits <br />still provide adequate protection to upsets, interference, or pass-through of pollutants which may <br />originate from commercial/industrial discharges. Domestic (residential), industry, and treatment <br />plant sample data will be collected to gather the necessary information. The new information <br />will then be analyzed to determine the best strategies for allocating pollutant limitations in a <br />manner that creates the least impact on our commercial/industrial users. <br />
