GUY & <br />SON, INC. <br />RECOMMENDED ACTION <br />Staff recommends that the City Council acknowledge the City Manager's declaration of <br />an emergency pursuant to Colton Municipal Code Section (CMC) 3.08.130 (a) and <br />approve The First Amendment to the existing contract with Ross A. Guy & Son, Inc. to <br />add additional funds in an amount not -to -exceed $85,665 for the emergency sewer line <br />repair on Coburn & Olive. <br />2. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct the City Council to take the above action(s). <br />GOAL STATEMENT <br />The proposed action supports the Council's goal to operate a safe and sanitary sewer system. <br />BACKGROUND <br />The collection system sewer pipe was built with non reinforced concrete pipe. This type of pipe <br />can be impacted by hydrogen sulfide gas build up which occurs naturally in collection system <br />pipes. This type of pipe is no longer used in sewer construction. <br />ISSUES/ANALYSIS <br />At times, emergency replacement of the sewer pipeline is necessary. Ross A Guy & Son, who is <br />very familiar with the City's sewer lines, was called in for a recent emergency sewer line repair. <br />The collapsed pipe was located where Coburn joins Olive Street. This section of pipe was <br />exceptionally deep compared to others in Colton's collection system (18 feet to the top of the <br />pipe). In order to comply with OSHA and the safety of the contractor, the installation of large <br />metal shields were necessary. Above the Sewer pipe being repaired were other utilities, mainly <br />Gas and Water. This made it necessary to install several smaller shields and the shields had to be <br />lowered as the excavation took place. Minimal traffic closure was necessary during the day, and <br />
