Staff Report to the Mayor and City Council
Ross A. Guy & Son, Inc.
November 16, 2010
Page 2
at night the excavations were covered with metal plates. Thirty-five (35) feet of pipe was
replaced with PVC plastic sewer pipe.
Pursuant to CMC Section 3.08.130 (a) the City Manager is authorized to approve emergency
repairs up to $100,000, as long as reports are provided to the City Council for repairs in excess of
$25,000 and as long as the council determines, if necessary, there is a need to continue the
emergency action any longer. This report will not only provide such report, but seeks council
ratification of the contract for the work. The emergency work commenced on August 26, 2010
and concluded on September 23, 2010, so there is no need for the emergency action to continue
any further.
There was no sanitary sewer over flow before or during the replacement process. Portable
pumps were used to divert the sewage to a different street.
As noted above, emergency sewer line replacement took Ross A. Guy & Son approximately 3 %2
weeks to repair. The total cost for the emergency sewer line replacement at Coburn & Olive was
$85,664.43.
The current contract with Ross A. Guy & Son is for miscellaneous sewer line repairs on an "as
needed basis" in the amount of $25,000; therefore, staff is requesting to amend the contract to
add the additional funds to cover the emergency sewer line replacement on Coburn and Olive.
FISCAL IMPACTS
The Wastewater Department has sufficient funds in the Capital Improvement Sewer Line
Replacement Account #522-8200-8206-3890 to fund the expenditure.
ALTERNATIVES
1. Provide alternative direction to staff.
ATTACHMENTS
1. Agreement for Maintenance Services
2. First Amendment to Maintenance Services Agreement
