ITEM NO. 10 <br />STAFF REPORT <br />DATE: NOVEMBER 16, 2010 l <br />TO: HONORABLE MAYOR AND CITY COUNCI <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: VIJAY SINHA, PUBLIC WORKS AND UTILITY SERMICES <br />DIRECTOR r J <br />SUBJECT: CDBG CONCRETE INFRASTRUCTURE REMOVAL AND <br />REPLACEMENT PROJECT <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize execution of a contract agreement for the <br />CDBG Concrete Infrastructure Removal and Replacement Project, in the amount of $184,210; <br />staff also requests the City Manager be authorized to execute change orders not to exceed ten <br />percent of the awarded contract for this Project. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to maintain its public infrastructure. <br />BACKGROUND <br />On September 7, 2010, Council authorized amending the 2010/2011 Capital Improvement <br />Program Budget to include the CDBG Concrete Infrastructure Removal and Replacement <br />Project. The project's engineer's estimate was $300,000 (including a 10% contingency). The <br />scope of work was focused at replacement of existing concrete infrastructure in need of repair. <br />As the County of San Bernardino's Community Development and Housing Department provides <br />oversight for Colton's Community Development Block Grant (CDBG) Program, San Bernardino <br />County Board of Supervisors' approval is required to authorize expenditures related to this <br />project. As noted in the September staff report this request would go before the Board on <br />October 19, 2010. <br />ISSUES/ANALYSIS <br />The San Bernardino County Board of Supervisors has authorized the inclusion of the CDBG <br />Concrete Infrastructure Removal and Replacement Project (Project) into its CDBG Plan <br />Modification. This action authorizes the construction project to move forward. <br />
