Staff Report to the Mayor and City Council <br />2010 California Building Standards Code <br />November 16, 2010 <br />Page 2 <br />State beginning January 1, 2011. However, local agencies may amend the California Building <br />Standards Code provided the amendments are supported by express findings showing that the <br />amendments are "reasonably necessary because of local climatic, geological, or topographical <br />conditions." A local ordinance adopting the California Building Standards Code must be <br />adopted at this time in order to be effective prior to January 1, 2011. <br />ISSUES/ANALYSIS <br />This code amendment includes local amendments Building Standards Code that are reasonably <br />necessary because of unique local climatic, topographic and geologic conditions. These <br />conditions include low amounts of precipitation, humidity and extremely high temperatures; <br />extremely strong winds; periodic drought conditions and limited water supplies; moderately <br />strong earthquakes; and topographical barriers to timely emergency response. Specific local <br />amendments address on-site automatic sprinkler systems in new buildings and structures. The <br />local amendments address the following: <br />• Apply fire sprinkler requirements to new buildings of 5,000 square feet or larger (or <br />additions that cause a structure to exceed 5,000 square feet); <br />• Amend violation/penalty provisions of Fire Code; <br />• Standards for storage of flammable and combustible liquids, gases, explosives or blasting <br />agents; <br />• Process for abatement of fire hazards; <br />• Maximum grade for fire apparatus access roads; <br />• Address numbering criteria; <br />• Required water supply standards; <br />• Fire hydrant spacing and access to equipment in multi -tenant buildings; and <br />• Standards for pallet storage yards. <br />FISCAL IMPACTS <br />No General Fund impacts are associated with this action. <br />ALTERNATIVES <br />1. Adopt the California Building Standards Code without amendments; or <br />2. Provide alternative direction to staff. <br />ATTACHMENTS <br />(1) Draft Ordinance <br />
