However, local agencies may amend the California Building Standards Code provided the amendments are supported by express findings showing that the amendments are "reasonably necessary because of local climatic, geological, or topographical conditions." A local ordinance adopting the California Building Standards Code must be adopted at this time in order to be effective prior to January 1, 2011. ISSUES/ANALYSIS This code amendment includes local amendments Building Standards Code that are reasonably necessary because of unique local climatic, topographic and geologic conditions. These conditions include low amounts of precipitation, humidity and extremely high temperatures; extremely strong winds; periodic drought conditions and limited water supplies; moderately strong earthquakes; and topographical barriers to timely emergency response. Specific local amendments address on-site automatic sprinkler systems in new buildings and structures. The local amendments address the following: • Apply fire sprinkler requirements to new buildings of 5,000 square feet or larger (or additions that cause a structure to exceed 5,000 square feet); • Amend violation/penalty provisions of Fire Code; • Standards for storage of flammable and combustible liquids, gases, explosives or blasting agents; • Process for abatement of fire hazards; • Maximum grade for fire apparatus access roads; • Address numbering criteria; • Required water supply standards; • Fire hydrant spacing and access to equipment in multi -tenant buildings; and • Standards for pallet storage yards. FISCAL IMPACTS No General Fund impacts are associated with this action. ALTERNATIVES 1. Adopt the California Building Standards Code without amendments; or 2. Provide alternative direction to staff.
