2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 0-03-10 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, AMENDING SECTIONS 15.04.010, 15.04.020, AND 15.04.090 OF TITLE 15 AND CHAPTER 15.16 OF THE COLTON MUNICIPAL CODE AND ADOPTING BY REFERENCE THE 2010 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24); INCORPORATING THE 2010 CALIFORNIA BUILDING CODE, (INCORPORATING AND AMENDING THE 2009 INTERNATIONAL BUILDING CODE); THE 2010 CALIFORNIA ADMINISTRATIVE CODE; THE 2010 CALIFORNIA ELECTRICAL CODE (INCORPORATING AND AMENDING THE 2008 NATIONAL ELECTRICAL CODE); THE 2010 CALIFORNIA MECHANICAL CODE (INCORPORATING AND AMENDING THE 2009 UNIFORM MECHANICAL CODE); THE 2010 CALIFORNIA PLUMBING CODE (INCORPORATING AND AMENDING THE 2009 UNIFORM PLUMBING CODE); THE 2010 CALIFORNIA RESIDENTIAL CODE (BASED ON THE 2009 INTERNATIONAL RESIDENTIAL CODE); THE 2010 CALIFORNIA FIRE CODE (INCORPORATING AND AMENDING THE 2009 INTERNATIONAL FIRE CODE); AND THE 2010 CALIFORNIA GREEN BUILDING STANDARDS CODE TOGETHER WITH CERTAIN ADDITIONS, INSERTIONS, DELETIONS AND CHANGES THERETO; ADOPTING BY REFERENCE THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, 1997 EDITION; AND THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2009 EDITION; WITH APPENDICES AND AMENDMENTS THERETO WHEREAS, California Government Code Section 50022.1 et seq. authorizes the City of Colton ("City") to adopt by reference the California Building Standards Code, 2010 Edition (Title 24 of the California Code of Regulations) adopting certain uniform codes, including the 2010 California Building Code, the 2010 California Administrative Code, the 2010 California Mechanical Code, the 2010 California Plumbing Code, the 2010 California Electrical Code, the 2010 California Green Building Standards Code, the 2010 California Residential Code, and the 2010 California Fire Code and authorizes the City to adopt other uniform codes, including, without limitation, the 1997 Uniform Code for the Abatement of Dangerous Buildings, and the 2009 International Property Maintenance Code; and WHEREAS, the California Building Standards Commission ("Commission") recently adopted new amendments to the California Building Standards Code; and WHEREAS, California Health & Safety Code, Sections 17958.5 and 18941.5 authorize cities and counties to modify the California Building Standards Code by adopting more restrictive building standards and modifications if such standards and modifications are accompanied by express findings that they are reasonably necessary because of local climatic, geological or topographical conditions; and WHEREAS, the City of Colton desires to adopt the California Building Standards Code as adopted by the State of California Building Standards Commission in Title 24 of the California Code of Regulations (collectively "the Codes") and such other uniform codes as specified herein, with necessary amendments to assure the Codes are tailored to the particular - 1 -
