GOMEZ, CITY CLERK <br />SUBJECT: CITY OF COLTON BOARDS AND COMMISSIONS <br />RECOMMENDED ACTION <br />It is recommended that the City Council discuss and provide direction to staff regarding the <br />organizational structure, membership, terms, responsibilities and reporting structure of the City's <br />Boards and Commissions. <br />GOAL STATEMENT <br />The proposed action will allow the City Council to review and discuss the City's Board and <br />Commissions, to determine if their organizational structure, membership, terms, responsibilities <br />and reporting structure are the most efficient and effective for the City. <br />BACKGROUND <br />As directed by City Council, the City Clerk reviewed the City's Boards and Commissions, and <br />has provided the information below to effectuate the City Council's discussion. <br />The general rule is that the City Council may delegate to a City Board or Commission certain <br />duties or functions that the City Council is already authorized to perform. This includes the <br />inherent police powers of the City, in addition to powers specifically delegated to it by California <br />statute. <br />In a general law city such as Colton, this power of delegation is limited only by the California <br />constitution and general California laws. It is specifically limited to the delegation of its <br />administrative power, as opposed to its legislative power. While the City Council has more <br />limited options for the Planning Commission and Library Board, it has more broad options for <br />the other City Boards and Commissions. <br />
