Staff Report to the Mayor and City Council <br />Possible Reorganization of Boards and Commissions <br />December 21, 2010 <br />Page 3 <br />CONSOLIDATING CITY BOARDS AND COMMISSIONS <br />As previously noted, the power of the City Boards and Commissions flows from the power of the <br />City Council. The City Council should be able to reorganize City Boards and Commissions by <br />amending the enacting ordinances to include any desired changes in responsibilities or powers. <br />If the City Council considers moving in this direction for any particular Board or Commission, <br />staff would research the needed actions, and verify that no other related issues would be created <br />by such actions. <br />INTERGOVERNMENTAL AGENCY APPOINTMENTS <br />A separate but related issue involves the City's membership on various county or regional <br />intergovernmental authorities, agencies, boards or councils (see attached list of <br />Intergovernmental Agency Appointments). If the City Council wishes to consider such <br />memberships and appointments as well, staff will research whether and to what extent the City <br />Council could consider withdrawing or altering its involvement. Obviously, some of these <br />entities involve the City's ability to exercise some measure of authority over regional funding <br />mechanisms or regional policy decisions, so membership is very important. <br />FISCAL IMPACTS <br />No fiscal impacts anticipated. <br />ALTERNATIVES <br />1.
