Staff Report to the Mayor and City Council
Possible Reorganization of Boards and Commissions
December 21, 2010
Page 3
CONSOLIDATING CITY BOARDS AND COMMISSIONS
As previously noted, the power of the City Boards and Commissions flows from the power of the
City Council. The City Council should be able to reorganize City Boards and Commissions by
amending the enacting ordinances to include any desired changes in responsibilities or powers.
If the City Council considers moving in this direction for any particular Board or Commission,
staff would research the needed actions, and verify that no other related issues would be created
by such actions.
INTERGOVERNMENTAL AGENCY APPOINTMENTS
A separate but related issue involves the City's membership on various county or regional
intergovernmental authorities, agencies, boards or councils (see attached list of
Intergovernmental Agency Appointments). If the City Council wishes to consider such
memberships and appointments as well, staff will research whether and to what extent the City
Council could consider withdrawing or altering its involvement. Obviously, some of these
entities involve the City's ability to exercise some measure of authority over regional funding
mechanisms or regional policy decisions, so membership is very important.
FISCAL IMPACTS
No fiscal impacts anticipated.
ALTERNATIVES
1. Provide direction to staff regarding further research or action.
Attachments: 1. Maddy List (City Boards and Commissions)
2. Intergovernmental Agency Appointments
