Staff Report to the Mayor and City Council <br />MOU for Colton Dispatchers Association <br />April 19, 2011 <br />Page 2 <br />The significant agreed upon amendments related to those MOU are as follows: <br />• Term — Expires 12-31-2013. <br />• Base Salary decrease - All unit members to receive a base salary decrease of 4% <br />effective July 1, 2011. <br />• PERS Contribution — Employees, effective July 1, 2011, shall begin paying their full 8% <br />Employee Contribution to PERS (4% currently being paid by the City). If before July 1, <br />2012 the City approves or adopts a memorandum of understanding with any bargaining <br />unit of the City that does not include a requirement that each employee pay its full <br />employee contribution to PERS (e.g. 8% for "miscellaneous" members or 9% for <br />"safety" members), the City shall immediately, on a prospective basis, begin paying the <br />aforementioned 4% on the employee's behalf. (resolution attached) <br />• PERS Two — Tier Retirement Formula — Effective upon completing the plan amendment <br />process with PERS (and agreement with all Miscellaneous bargaining units), newly hired <br />sworn employees shall be under the 2.5% at 55 PERS pension formula. In the event a <br />former employee who was in the 2.7% at 55 plan returns to Colton within 18 months of <br />leaving, he or she shall be returned on the 2.7% at 55 formula to the extent allowable by <br />PERS. <br />• Grievance/Arbitration Language — Modified to be mutually agreeable to both parties. <br />• Side Letters — All existing side letters and the related economic benefit, if any, are <br />eliminated. This includes elimination of a previously approved, but deferred, pay <br />increase. <br />• Sick Leave — Effective December 31, 2013, unit members shall be eligible to cash out <br />sick leave hours in an amount not to exceed $5,000. <br />• Floating Holiday — Amend MOU to update floating holiday language. <br />FISCAL IMPACTS <br />Approval of the recommended MOU and resolution will result in an estimated annual savings of <br />$77,582 in 2011-12. <br />ALTERNATIVES <br />1.
