RECOMMENDATION: <br />Staff feels that there exists a threat of a filing for rent increases, minor as it may be, during <br />the next 45 days and despite legal opinion that this action might be challenged and <br />invalidate, staff believes the possible harm to renters outweighs the risk of having this <br />Ordinance invalidated.
