Agenda Report CCDO1-93.CHP <br />Page 1 of 2 Item No. <br />TO: � HONORABLE MAYOR and CITY COUNCIL <br />A <br />FOR: C ci Mee' f eb ary 1992 <br />FROM: ama, nity Development Director <br />G <br />SUBJECT: Public Hearing of File Index Number DO -1-93, an <br />amendment to Section 18.06.060 of the Colton <br />Municipal Code pertaining to Permitted Uses. <br />E <br />BACKGROUND: <br />N <br />The proposal is to amend Title 18 of the Colton Municipal Code (Zoning Ordinance), by <br />"composting, <br />including mulching and related green waste" in sections 18.06.060, "Uses <br />Permitted in Each Zone", and "composting" in section 18.04 "Definitions". The amendment <br />will allow composting in the M-1 (Light Industrial) and M-2 (Heavy Industrial) zones with <br />D <br />an approved Conditional Use Permit by the Planning Commission. Additionally, compost- <br />ing will be included in the Definitions Section of the Zoning Ordinance with the following <br />description: <br />"Composting"- <br />means the use of a parcel, or portion thereof, forroducin or storing,A <br />for commercial purposes, any mixture that consists largely of decayed organic mattr <br />including, without limitation, human waste in the form of sewage sludge, to be used for the <br />purpose of creating any product to be used primarily for fertilizing or conditioning land. <br />Composting includes, but is not limited to, mulching and related green waste land uses. <br />DISCUSSION/ANALYSIS' <br />R <br />On December 22, 1992, the City Council approved Urgency Ordinance No.0-32-92, <br />establishing a moratorium on composting, mulching, and related green waste land uses <br />in the City. The moratorium prohibits new Conditional Use Permit applications from being <br />E <br />accepted for processing, however, allows any Conditional Use Permit application that is <br />currently approved or pending for the uses involving composting, mulching, and related <br />green waste processing facilities, or ancillary uses, to be fully processed under the <br />Municipal Code, including amendment thereto. <br />Fi <br />In the moratorium, the City Council directed the Community Development Department to <br />undertake a study to consider allowing composting, mulching and related green waste <br />and other related uses in specified zones, only upon the issuance of a Conditional Use <br />Permit, in <br />O <br />order to achieve compatibility between land uses. <br />After careful analysis, Community Development Staff has prepared the above amendment <br />to the Zoning Ordinance, as presented in the project description above, in which staff is <br />confident that the concerns expressed in the moratorium will be <br />R <br />addressed. <br />At its regular meeting on January 26, 1993, the Planning Commission considered, and <br />approved, the proposed amendment with the addition of allowing composting in the <br />Agricultural Zone with an approved Conditional Use Permit. <br />T <br />Agenda Report CCDO1-93.CHP <br />Page 1 of 2 Item No. <br />
