CitY of Colton <br />Public,Works Director/City Engineer (continued) <br />Investigate public complaints and recommend appropriate action; <br />respond to general inquiries and requests for information. <br />Advise on the acceptance of bids received on projects. <br />Administer the training and evaluation programs of department <br />personnel; responsible to the City Manager for effective personnel <br />management and public relations. <br />Perform related duties as required. <br />QUALIFICATIONS <br />Knowledge of: <br />Civil engineering principles and management practices as <br />applied to municipal facilities and projects; <br />Principles and practices of office management, administration, <br />budgeting, supervision, training and public relations; <br />Electrical principles as they relate to buildings, lighting <br />and traffic signals; <br />Technical, legal, financial and public relations problems <br />involved in the conduct of the municipal public facilities and <br />engineering programs; <br />Common legal descriptions and procedures for the acquisition <br />of real property; <br />Legal and administrative problems of municipal government of <br />public works improvement districts and of enabling state laws, <br />city and state building codes. <br />Ability to: <br />Review engineering plans and evaluate for competency; <br />Plan and direct the maintenance of mechanical equipment, and <br />building facilities; <br />Apply civil engineering principles to the solution of specific <br />engineering problems, including development, constructiont <br />maintenance and operation; <br />supervise and direct a large department of professional and <br />technical personnel engaged in office and field work; <br />Schedule and program work on a long-term basis; <br />Prepare, review and approve comprehensive reports, contracts <br />plans, specifications and estimates for pertinent projects; <br />supervise and coordinate contract administration; <br />-2- <br />
