Specific <br />reference is made to the traffic Mitigation fee as a condition to <br />the Use Permit. Staff initially recommended a Traffic Mitigation <br />fee for this project in the amount of $30,520.00. Upon appeal by <br />the applicant this fee was reduced to $11,320. In presenting this <br />appeal, the applicant refered to a report prepared by Mr. Keith <br />Higgins, a Traffic Engineer with established expertise in this <br />field. A copy of Mr. Higgins report is attached. <br />Please note that based on reasonable interpretation of City of <br />Colton fee schedules, Mr. Higgins has arrived at a fee of $11,320, <br />which is the fee ultimately recommended by staff. However, based <br />on the Institute of Transportation Engineers criteria this fee <br />would be established at $6,632 and based on the Caltrans criteria <br />the fee would be $6,115. It appears obvious that the City of <br />Colton criteria is out of line with generally accepted practice. <br />Mr. Higgins also refers to the fact that this project site was not <br />included within the study area at the time that the City of Colton <br />Traffic Impact Fee Schedule was developed. It is believed that the <br />traffic to this site will not impact the City of Colton Streets, <br />since all ingress and egress will be on City Of Riverside Streets. <br />Only a short section of Pellisier (approximately 250 feet) will be <br />traveled and this section of street will be improved along with <br />completion of the proposed project. <br />We would point out that Fruit Growers Supply Company will employ <br />six to eight people at this site and the expected traffic flow <br />would include an average of five to six outside vehicles per day. <br />We would contrast this with another conditional use permit that was <br />approved by the Planning Commission on November 24, 1992. <br />
