Acevedo, Finance Directo <br />SUBJECT. I Resolution -Unfunded Federal Mandates Date: January 14, 1993 <br />BACKGROUND: Congressman Gary A. Condit, representing the 15th Congressional District located in <br />Modesto, has urged California Cities to adopt a resolution supporting an end to unfunded federal mandates <br />'I on local and state governments. To this end, he. has suggested that an assessment be made of the fiscal <br />impact of existing federal mandates on the City of Colton. The attached resolution gauges the fiscal impact <br />j to the City of federal mandated programs for water and wastewater. <br />FISCAL IMPACT.• If proposed legislation was enacted to end the practice of imposing Federal Mandates <br />on State and localov <br />g ernments and to ensure that the Federal Government pays the costs incurred by those <br />governments in complying with certain requirements, then the City's operating and enterprise funds would <br />be able to be used for more discretionary purposes such as public protection, streets and infrastructure <br />maintenance, and other local governmental purposes. <br />RECOMMENDATION.• Staff recommends Council approval of the accompanying resolution supporting <br />legislation to eliminate unfunded federal mandates and to transmit a signed copy to Congressman Condit <br />to show the City's Support <br />City Manager's Concurrent�6 <br />Attachments: Resolution <br />Page 1 of <br />Item No. 10 <br />
