E BACKGROUND: Every three years, the City of Colton is requested to renew the Cooperating Cities N Agreement with San Bernardino County Department of Economic and Community Development to continue its participation in the Community Development Block Grant (CDBG) Program and receive annual funding under this grant. DISCUSSION/ANALYSIS: D This agreement is required by the Department of Housing and Urban Development (HUD) in order for the County to continue to receive Community Development Block Grant (CDBG) funding that can be allocated to the City of Colton. The Agreement is similar to M our existing Cooperating Cities Agreement, only with the addition of requirements specified by the most recent HUD regulations. The attached Resolution authorizes the Mayor to sign said agreement which will then be forwarded to San Bernardino County for action by the County Board of Supervisors. FINANCIAL IMPACT: R The deadline to submit all required, signed documents to the County is June 10, 1993. If the City does not sign the agreement, the set result would be a loss of $180,000 to $280,000 E annually, in Community Development Block Grant funds. Programs such as the Youth Intervention, Senior Counseling, Grafitti Eradication, and Capital Improvement projects would lose Community Development Block Grant funding. RECOMMENDATION: Staff recommends approval of the attached resolution. If Council concurs with staff's recommendation, a motion to adopt the attached resolution authorizing the Mayor to sign the Three Year Delegate Agency Agreement and its attachments for CDBG funding for fiscal years 1994 through 1997, would be in Drder.
