permitted in the C-2 zone. The property in question, however, is situated in an ad- <br />vantageous location for the applicant's intended development of a shopping center. <br />Therefore, provided the Planning Commission approves the Zone Change, and the <br />applicant complies with the conditions of approval, it is Staff's opinion that the Zone Change <br />will be consistent with the C-2 zone standards established by the Zoning Ordinance. <br />COMPATIBILITY TO SURROUNDING USES <br />The proposal is located in a developing area that will soon see the construction of a <br />proposed six -story County Hospital to the south, and the completion of 165 single-family <br />dwellings to the north and east. Existing residential development lies to the west and a <br />church is located to the immediate east. <br />The proposed Zone Change and the potential uses permitted in the C-2 zone may be <br />considered compatible to the surrounding uses, provided certain issues are addressed <br />such as: screening, vandalism, noise, and lighting. The privacy of the adjacent residential <br />uses will require sufficient screening in order to alleviate any and all impacts that may create <br />a negative impact. The use of a decorative block wall, augmented with heavy landscaping, <br />will be required along the north and east boundaries of the subject property, thereby <br />mitigating the above impacts . Therefore, it is staff's opinion that the proposal will be <br />consistent with all current and future uses in the surrounding vicinity. <br />ENVIRONMENTAL CONCERNS <br />The City of Rialto and John Laing Homes were the only Responsible Agencies to respond <br />to the initial study. The City of Rialto suggested that a biological survey be conducted on <br />the property in question, due to the area being suspected as the habitat of the Delhi Sand <br />Giant Flower Loving Fly.
