CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of May 18, 1993 <br />TO: Honorable Mayor, City Council, and CityMana er <br />FROM: Gale A. Drews, Electric Utility Director <br />SUBJECT APPROVAL OF AGREEMENT WITH BLACK & VEATCH, A DATE: 4/27/93 <br />CONSULTING FIRM, FOR CONSULTATION, ENGINEERING, <br />AND CONSTRUCTION MANAGEMENT SERVICES FOR A NEW <br />SUBSTATION AND TRANSMISSION LINES <br />BACKGROUND <br />The County Medical Center, when in service, will have a load of 9MW in 1997. <br />There is a potential for load growth in the West Valley and Agua Mansa,Industrial <br />Corridor. <br />Burns & McDonnell, a consulting firm, conducted a study last ;year that found the <br />need for a new substation to service the proposed electrical load in the above <br />noted area. Constructing a new substation in the western part of the City will <br />necessitate obtaining additional rights-of-way/easements'; and acquisition of <br />property, new substation_ design, materials, new transmission lines and <br />distribution lines to the hospital; and the actual construction of the substation <br />and related lines. <br />STATEMENT OF PROBLEM <br />In order to find the firm best suited to the task, the Department sent Requests <br />for Proposal to -ten consulting firms for them to bid for consulting, engineering, <br />and construction management services for a new substation and transmission lines. <br />In response to our Requests for Proposal, six consulting companies bid to perform <br />the required services. Staff evaluated all proposals on the basis of the firms' <br />and project managers' qualifications which would include experience and project <br />planning. The estimated costs were carefully reviewed. out of six proposals, <br />Staff found five qualified proposals, then selected Burns & McDonnell and Black <br />& Veatch with which to hold interviews. On the basis of these. interviews, Staff <br />selected Black & Veatch to perform the work. <br />ALTERNATIVES <br />The Department would have to hire additional Staff for the designing, <br />engineering, and. construction management services for this one-time operation and <br />it would not be cost effective to do so. <br />Page 1 of 2 Item No. <br />
