r <br />Scope of Work Capital Infrastructure Study <br />11. SCOPE OF WORK <br />Note: The following revised scope of work has been developed based upon the <br />understanding of the project as presented in the amended Request For Proposal (RFP), as <br />further interpreted at a meeting held with City staff on August 23, 1995. <br />It is our intent that the work to be done on this project will be responsive to the City's desire <br />to establish a capital infrastructure financing program and related development impact fees <br />structure that can meet the requirements of state law and satisfy the short and long—term <br />funding needs of the City as it looks to the future. <br />Each task outlined below is intended to be consistent with and responsive to the tasks <br />described in the RFP as further discussed with staff. <br />Changes in the task language are identified by notes in bold italics. <br />TASK 1.0 COLLECTION AND ASSESSMENT OF BASELINE DATA <br />1.1 Identify and Review Source Documents <br />There are a number of documents that the City will have that will need to be collected and <br />reviewed as part of the preparation of this study. With regard to land use planning we would <br />anticipate looking at the General Plan and related documents, park master plans, and open <br />space documents that may exist. With regard to public works, existing documents relating <br />to the circulation network, congestion management plan, water systems, waste water sewer <br />systems, storm drains, flood control, public utilities, street lights, traffic signals and the <br />related levels of service standards of the City has already adopted will need to be determined. <br />Existing capital improvement plans will also need to be assessed and evaluated as they relate <br />to the existing and proposed infrastructure system of the City. With regard to the area of <br />public finance, documents within the City's budget including existing fiscal and financial data, <br />County tax agreements, existing assessment districts and redevelopment agency plans will <br />need to be collected and reviewed. <br />1.2 Conduct Field Windshield Survey <br />After the resource documents have been compiled and reviewed the project team will conduct <br />a windshield survey of the City particular emphasis will be focussed on those areas with <br />recognized infrastructure needs. These areas will be determined based on the data received <br />above and feedback from City staff. If appropriate, a City staff representative will be invited <br />to participate with the project team in the windshield survey task. <br />Topping Jaquess Consultants II -1 <br />
