CLARKE, INTERIM WATER & WASTEWATER DIRECTOR <br />SUBJECT: APPROVAL OF EMERGENCY REHABILITATION OF 15" SEWER <br />MAIN ON MT. VERNON AVE. BETWEEN "D" ST. AND VALLEY BLVD. <br />IN THE AMOUNT OF $197,040 AND APPROVAL OF INSITUFORM <br />SOUTHWEST AS THE CONTRACTOR <br />DATE: JULY 30, 1996 <br />BACKGROUND: <br />On Wednesday, July 24, 1996 Zednem Construction was attempting to connect a new <br />sewer main on Fairway Dr. at Mt. Vernon Ave., for a new housing tract being <br />constructed at Fairway Dr. and Warm Creek Channel. The contractor accidently broke <br />off the top half of the sewer main, exposing the surrounding area to raw sewage. At <br />the contractor's expense, the Wastewater Division disinfected the area exposed to raw <br />sewage, and the contractor made repairs to the broken sewer main. <br />DISCUSSION/ANALYSIS: <br />The Water and Wastewater Department inspected the broken sewer main along with <br />portions of the sewer main which remained intact. It was determined that the intact <br />sewer main was in poor condition, and could not withstand additional sewer <br />connections and increased flow. The sewer main is located on Mt. Vernon Ave. from <br />"D" St. to Valley Blvd., and it had not been previously identified by staff and Insituform <br />Southwest as requiring rehabilitation. However, the video inspection of the City's sewer <br />mains was performed by Insituform Southwest in FY90-91. In FY93-94 Insituform <br />Southwest had been awarded a two-year contract to rehabilitate the City's sewer mains <br />that were identified as needing immediate rehabilitation. However, due to financial <br />constraints the many of the remaining sewer mains requiring immediate rehabiltation <br />were not rehabilitated in FY94-95. The remaining sewer mains have been scheduled <br />over the next five fiscal years for rehabilitation, beginning this fiscal year. <br />On, Thursday, July 25, 1996 the Wastewater Superintendent recommended that the <br />15" sewer main be rehabilitated from "D" St. south to Valley Blvd., in order to insure the <br />integrity of the sewer main. The City Manager concurred with the recommendation. <br />Insituform Southwest was retained by the City to immediately rehabilitate the sewer <br />main at a cost of $197,040. The sewer main was video inspected on July 30, 1996 and <br />the rehabiltation work began on July 31, 1996 and was completed by August 1, 1996. <br />17M NO. 40 <br />
