0 CITY OF COLTON <br />59 <br />AGENDA REPORT <br />For the Council Meeting of July 2, 1996 <br />HONORABLE MAYOR AND CITY COUNCIL <br />NABAR ENRIQUE MARTINEZ, CITY <br />FROM: LES EVANS, INTERIM WATER & WASTEWATER DIRECTOR E- <br />BJECT: APPROVAL OF NPDES STORMWATER RATE USER CHARGE <br />DATE: JUNE 25, 1996 <br />BACKGROUND: <br />In October, 1990 the County of San Bernardino, Flood Control District was issued a five <br />year NPDES Stormwater Permit, with 16 incorporated cities as co -permittees. The City <br />of Colton is a co-permiftee, and has agreed to comply with all directives issued by the <br />Regional Water Quality Control Board. <br />DISCUSSION/ANALYSIS: <br />On October 4, 1994, Council approved the City's participation in a County -wide NPDES <br />Stormwater Assessment. The Flood Control District had planned to have the County- <br />wide assessment in place in time for the August 15, 1996 deadline for tax roll <br />assessments. However, the County -wide assessment has been placed on hold, <br />awaiting State Assembly approval of a change to the Flood Control Act. The County <br />does not anticipate the County -wide assessment to occur anytime soon. <br />The proposed NPDES Stormwater budget includes a $14,700/yr. charge for the City's <br />share of the County's administrative costs for the permit which is currently paid from <br />Wastewater revenues. In addition, the budget includes the City's operational costs for <br />street sweeping, storm drain cleaning, roadway maintenance and litter control at a cost <br />of $366,748/yr., one new street sweeper for a cost of $125,000, and DrylWet Weather <br />Monitoring Equipment for a cost of $30,000. The total cost of the FY96-97 NPDES <br />Stormwater Program is $521,748 and is currently unfunded. <br />The new five year perrnit took effect in October, 1995 and will end in October, 2000. <br />The new permit contains all of the requirements of the e)dsbng permit as well as several <br />new requirements, which will be implemented in phases over the next five years. If the <br />NPDES Stormwater Assessment is not approved, the cost of these new requirements <br />will be bome by the General Fund and Wastewater. <br />ITEM 23 <br />
