Mayor and Council Members <br />Agenda Report for <br />June 25, 1996 <br />Page 2 <br />ALTERNATIVES: <br />The alternatives for establishing a stormwater management funding source, are as <br />follows: <br />1. The costs of the NPDES Stormwater program can continue <br />to be paid by the General Fund and Wastewater, with no <br />assessments being made to the public. <br />2. Approve the NPDES Stormwater Rate to be placed on the <br />1996-97 County Tax Rolls. <br />3. Place the NPDES Stormwater User Charge on the City's <br />monthly utility bills. <br />ENVIRONMENTAL IMPACT: I <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is <br />intended to improve the Nation's waterways. Compliance with the NPDES Stormwater <br />requirements is mandated by the Federal Government, with the State Regional Water <br />Quality Control Boards enforcing the requirements. <br />FINANCIAL IMPACT: <br />The cost to the City's residents and businesses is minimal. The proposed residential <br />cost is $24.13/yr., multi-family/mobile homes average cost would be $219.00/acre/yr., <br />and the commercial/industrial average cost would be $292.01/acre/yr. If the cost is <br />assessed as a part of the tax rolls, the residential cost would be $12.07 for December <br />and $12.06 for April.
