All requests for new construction, <br />subdivision, lot splits, demolitions, or moving of a historic resource shall be <br />considered major except in urban conservation districts. Applications for a <br />Certificate of Appropriateness for major alterations shall be reviewed by the <br />Commission. <br />(4) A Certificate of Appropriateness for minor improvements where <br />proposed work does not adversely affect the exterior architectural features <br />of the historic resource nor adversely affect the character or historical, <br />architectural, or aesthetic interest or value of the resource and its site, may <br />be approved by the Preservation Officer. Alterations in urban conservation <br />districts may be approved by the Preservation Officer except that major <br />alterations to designated landmarks and historic properties within an urban <br />conservation district shall be reviewed by the Commission. <br />(5)a. The Preservation Officer shall inform the Commission in writing <br />of all decisions regarding minor alterations within two (2) calendar days <br />after such determination. All such decisions go into effect within seven (7) <br />days thereafter unless appealed. <br />b. The procedure for the Commission to appeal such decisions is as <br />follows: Any two members of the Historic Preservation Commission may, <br />within seven calendar days after the mailing of the notice provided in <br />Section 15.40.090 (a) (5) above, appeal such decision. The appeal must be <br />in writing and shall be delivered to the office of the Community Development <br />Director. <br />c. In this event, the action of the Preservation Officer shall forthwith <br />be void and of no force or effect. Thereafter, the powers and duties of the <br />15 <br />
