~'=your 2nd Council b1emozrs
y 7, 1950
Not:s:
1. The City or Colton generats approximately 81 % ot the tlow to thz
szwag trea;ment piant, while the City of Grand Tzrrace generates
the remaining '19%. Presently th2se flow ra;es are estimatad,
however, the instaliztion of flow met=rs at Grend Terraca's mains
connecting to tha sewage trea;m2nt piant are proposed tor the
near tuture. Althouch the cost to tr2at on= gallon of sewaga is
the same whetn=r te customer lives in Colton or Grand Terrace,
tn=_ averaga customar in Grand Terracz dischargzs 12ss flow than
tna averaga Colton customer. Tha reason ior the higher average
low per customer in Colton is du= to a few industrial dischargzrs
such as Angelicz Lzundry Servicz, which discharges 500,000
gailons per day versus a normal residentiai discharga or about
10-200 galions per day. This diiference in fiows from ine
"average" customer rasults in a 55.15 monthly fee for a Col;on
customer and 54.72 monthly tee for a Grznd Tzrrace cus;omer.
2. 7ne City oi Grand Terrace provid=s iis own customer biiling and
2bsorbs any uncollzc;ible accounts. They also maintain tnzir
own collection system. Grand Terrace customers will be chzrged
2n additional S1.7o/mo. for biiling and ovzrhead costs. Grand
Terrace will also charge its customzrs 51.23 for coliection sysiem
mainten2nce and repairs. Thz funds genera;ed by thzs=_ chzrges
will be retained by tn=_ City of Grznd Terrzcz to orset thzir costs.
Coi;on provides cusiomer service and billing oniy (or Ci;y of Col;on
szwer customer, and maintains only its own colizction sysiem.
3. The City of Grand Terrace owns 1.6 mgd czpacity in tne sewaga
treatmznt plant (and thz RIX facility). Grand Terrace discharges
about 900,000 galions/day of s=_wage to the sewage trea;ment
plant, which is about So% of their capacity. Coiton, on th= oiher
hand, discharges about 4.3 mgd each day which is over 90%, o(
its capacity. Since tne 'averzg=_' customzr in Grand Terrace is
paying for a rzlatively larger amount of unused capacity, tnis
component of the monthly szrvice chargz is 50.99 compared to
Coiton's compon=nt of oniy S0.7o per monih.
The sam2 princip2l apoiies to tha proposzd Debt Servic ror
repzirs and improvements to the sewag= treatment plzni.
Grznd Terrace users zre paying for 44°/a ot unused czpacity,
whiie Colton uszrs ar=_ paying (or only 10% of unus=d
capacity. Therefore, the Grand Terrace uszr pays a higher
rat (So.87) for the proposed new Debt Szrvice,
than th=_ Coiton usar (S5.29).
3
