Gabriel, Economic Development Director-flk, <br />SUBJECT: Consideration and Adoption of an Ordinance of the Mayor <br />and City Council of the City of Colton Approving the West <br />Valley Specific Plan <br />DATE: June 18, 1996 <br />BACKGROUND: <br />The West Valley Redevelopment Project Area was adopted July, 1986, and amended <br />June, 1987. In preparation for development in the West Valley Area, the <br />Redevelopment Agency Board awarded a consultant services agreement to The <br />Arroyo Group for the preparation of the West Valley Specific Plan April 19, 1994. <br />The Specific Plan was prepared in response to the opportunities for economic growth <br />and revitalization associated with the construction of the new County Medical Center <br />and the community's desire to upgrade the overall appearance of the area and <br />reverse deterioration of the residential areas near downtown. The recommendations of <br />the Specific Plan are the result of a process which involved input from the community <br />and City staff at a series of community workshops, market analyses by Udewitz <br />Associates, The Arroyo Group's surveys for the area, and community discussion of <br />alternatives. <br />The Specific Plan is created pursuant to Section 65450 et seq. of the California <br />Government Code and other applicable laws, and it is intended to provide for <br />systematic implementation of the General Plan, as related to properties located in the <br />area to which the West Valley Specific Plan applies. <br />The Planning Commission at their December 12, 1995 meeting recommended <br />approval of the West Valley Specific Plan to the City Council, and noted their <br />appreciation of the professional work performed by Staff in the completion and <br />presentation of the Specific Plan for consideration. <br />
